What does Baxter error code E35 mean?

The OV520 turns the rack inside the chamber so product bakes evenly, and the control expects to see that rotation happening. If it does not detect rotation, the Smart Touch screen turns yellow and shows E35, Rack Rotation Motor Error. The manual's explanation is no rotation detected.
